Can you explain the Anthem HOA structure to me?
We hear this question A LOT and the answer is YES! It’s kind of our thing!
Understanding the various homeowners associations in Anthem can be confusing if you are trying to familiarize yourself with the area. It also doesn’t help that some fees are assessed quarterly while other are assessed monthly, and so on! Anyways, today we are explaining all of the Anthem HOAs, what they do, and who pays them.

Anthem, Arizona Homes
If you’ve been looking at Anthem homes online you might be totally confused by the HOA fees here. That’s probably because a lot of agents who list homes in Anthem, don’t work here all that often, and they are confused about the fees too. Which leads to the listing being incorrect, and that leads you to be confused, and well, it’s kind of a vicious cycle.

My hope is that by the end of this post our explanation of how the various HOAs are structured and by giving you access to our Anthem, Arizona Map and Anthem HOA Fee Guide you will be house hunting with ease. That’s what it’s there for and as I said, it’s really important to us that you have the most up to date numbers.
Who are the Players?
I probably thought about the best way to present this information for way too long, but I’ve decided that first I am going to outline who all of the players are, then what the structure is, and lastly what each HOA is responsible for.
In Anthem, we have the following parties:
- The Anthem Community Council
- The Anthem Country Club Community Association
- The Anthem Parkside Community Association
- The Landings Community Association
- The Village at Anthem Condominium Council of Co-Owners
Anthem Community Council
The Anthem Community Council is NOT a homeowners association. “The Anthem Community Council was created to serve as a unifying entity for the Anthem community”. All residents of Anthem, regardless of where you live pay a quarterly assessment to the Anthem Community Council. I like to think of the Anthem Community Council as this overarching entity, like a city council, that upholds the best interest of the community as a whole. They’re kind of like an umbrella. The Community Council maintains some pretty incredible amenities in the community but I will share more on that later.
HOAs & HOA-like Entities
The other entities I listed are HOAs or HOA-like entities. Which HOAs you pay into will depend entirely on where in Anthem you own property, and that is exactly what we are covering next.
What is the Structure?
I already mentioned that all Anthem homeowners pay into the Anthem Community Council but regardless of where you own in Anthem you will also have to pay into a homeowners association. So, I want to talk about all of the different areas in Anthem.

Let’s go through each area and talk about what they pay into.
Anthem Country Club
Anthem Country Club is a guard-gated community within Anthem. The club features a number of incredible amenities including two championship golf courses, fitness facilities, a spa, restaurants, and so much more.
In Anthem Country Club residents are required to pay into the following:
- Anthem Community Council
- Anthem Country Club Community Association
- Club Corp (for the Social Membership)
The Anthem Community Council and Anthem Country Club Community Association dues are assessed quarterly, while the fees for the Social Membership are paid to Club Corp on a monthly basis. If you want more information of what is included in the Social Membership, please click to watch this video.
Monthly Equivalents
Because most people build their budget on a monthly basis, as opposed to a quarterly basis, I will give you the total monthly equivalents throughout this video regardless of how often a fee is assessed.
At the time I’m posting this, the total monthly payment for owners in Anthem Country Club is $393.50*.
*Note that this does not include golf. A golf membership requires the payment of an initiation fee as well as monthly membership dues. If you want to golf, it will be extra. Anthem Parkside, Arroyo Grande, and Circle Mountain
Alright, anything that is not in Anthem Country Club is technically in Anthem Parkside, but there are so many different communities within Anthem Parkside that we are going to break it down further. Anthem Parkside, Arroyo Grande, and Circle Mountain pay into the following:
- Anthem Community Council
- Anthem Parkside Community Association
Property owners in Anthem Parkside, Circle Mountain, and Arroyo Grande pay $84.65 per month. In the next section I will discuss what this includes.
The Landings
The Landings is a gated community within Anthem Parkside. It features single family detached homes, with green belts, mountain views, and some homes even have views of the Persimmon Golf Course. In the Landing you pay into the following:
- Anthem Community Council
- Anthem Parkside Community Association
- The Landings Community Association
Overall, at the time I am posting this it works out to $108.41 per month.
The Village at Anthem
The Village is a gated community with 210 condominium homes within Anthem Parkside. In addition to the amenities available to all Anthem residents the Village has it’s own private amenities. As an owner in the Village you pay into the following:
- Anthem Community Council
- Village at Anthem Condo Council of Co-Owners
Woo, that is a mouthful. At the time I’m posting this, Village property owners pay $333.55 per month.
Paseo
Paseo might be one of my favorite little neighborhoods. It is a neighborhood of patio homes within Anthem Parkside. It is also the only place in Anthem where the homeowner landscaping is overseen by the Anthem Community Council. As a property owner in Paseo you will pay into the following:
- Anthem Community Council
- Anthem Parkside Community Association
At the time I am posting this, it works out to a total of $128.65 per month.
Anthem HOA: Automatic Withdrawals
As an Anthem homeowner, I strongly recommend that you set up automatic withdrawals for your monthly dues. They will take them out monthly all at once, which is easier to budget for and you never have to worry about making sure you have paid all of the appropriate entities. Upon taking possession of your home you will receive a package in the mail that will walk you through the process of setting up automatic withdrawals.
That is it for different areas within Anthem, so now that you know all the players, what you pay into, and how much it costs, let’s talk about what each different entity is responsible for.
Who Does What?
Anthem Community Council
Let’s start with the Anthem Community Council. I personally love that we have the Anthem Community Council. They do so much to make Anthem the incredible place it is, and to make sure that we have community wide amenities that can be enjoyed by all. They also create jobs right here in our community, which is awesome.
This list is by no means exhaustive, but it gives you a good idea of what the Anthem Community Council is responsible for and what your payments fund. Alright, the Anthem Community Council oversees the following:
- Anthem Community Center & Big Splash Water Park
- Trail System & Anthem Trailhead
- Anthem Community Park and Sports Fields
- Anthem Civic Building
- Anthem Veterans Memorial
- View fencings and block wall painting
- Adventure Playground and Splash Pad
- Facilities Master Plan
- Liberty Bell Park & Splash Pad
- Special Events (Note to self, we will have to do another video dedicated to Anthem’s annual events. They are awesome.)
- Enforce commercial CC&R’s and Design Standards
- Manage operating, reserve, and enhancement funds
- Paseo landscape management
- Mailbox Damage
- Set Anthem Community Council Budget
- Manage collections for the Anthem Community Council and the HOAs
- Opportunity Way Park & Sports Fields
- Anthem Dog Park
Anthem HOAs
In general, the HOAs in Anthem oversee the following:
- Review & approve exterior changes
- Desert Maintenance Requests
- Troubleshoot Neighborhood Issues
- Set HOA budgets
- Manage board elections
- Residential CC&Rs and Design Standards
Anthem Country Club Community Association
If you live in Anthem Country Club the Anthem County Club Community Association is also responsible for:
- Gate Access and Transponders
- Maintaining Country Club roads and street sweeping
Anthem Parkside Community Association
If you live in Anthem Parkside, the Anthem Parkside Community Association oversees:
- The Landing gate codes
- Neighborhood parks
- Community Garage Sales
The Village at Anthem Condominium Council of Co-Owners
If you live in the Village, the Village at Anthem Condominium Council of Co-Owners oversees:
- The Village Gate Codes & Facility Access
- The Village amenities
